Anton Paukner began his activity on the Canary Islands as a shipping agent and stevedore for Norddeutscher Lloyd Bremen in Tenerife in 1938 . At first, his activity was limited to the clearance of ships and stevedoring work of vessels on the Canary Islands and to the loading of oil tankers of the refineries REPESA and CEPSA in Madrid. With the move of the headquarters to the Spanish capital he extended his field of action to industrial representations in the fields of refineries and railway equipment.
Gerd P. Paukner joined the company in 1957 and developed additional activities in the business. The most significant were traffic rights for foreign airlines representing more than 75% of all charter traffic from and to Spain, as well as a travel agency on the Canary Islands.
Additionally, the company started representing companies in the defense sector such as Dynamit Nobel AG and Rheinmetall, exclusively for the Spanish authorities.
In 1988, Lufthansa and Iberia established with A. Paukner, SA an airline under the name of VIVA. Simultaneously, TNT Australia founded with A. Paukner, SA a cargo airline called Panair SA with an initial fleet of five BAe 146 for express parcels service operated by TNT worldwide.
